When faced with delay claims from the general contractor, the University hired Holloway Consulting to perform an objective analysis of the issues. We concluded that the architect failed to comply with the standard of care and that the drawings submitted during the project did not contain the level of detail necessary to complete the project, which caused the estimate for cost of millwork and casework to be fifty percent off the final cost. We also found that the deficient design did not allow the University to evaluate potential project scope changes in light of the 30% difference in cost per square foot between the architect’s cost estimate and the final cost, and that these causes damaged University in the form of delayed project completion and increased project costs, including change orders.

Audits were typically conducted near the beginning of the project and upon project completion. Additionally, some of the larger projects included interim audits during construction. The typical audit scope for each project included:
a) An assessment of the projected project cost versus budget;
b) Review and documentation of the general contractor, architect and subcontractor selection processes;
c) Assessment of the project controls and inspections processes being used by the project management team and architect;
d) Review of the architect and general contractor payment applications to ensure that all billings included only allowable costs under the appropriate contracts; were supported by appropriate documentation; and were consistent with the progress of the work.
e) Review of the subcontractor payment process, including confirming lien releases were obtained prior to payment, subcontractor billings to the general contractor conformed to their contracts, and an assessment of the timeliness of payments by the general contractor to the subcontractors.
f) Assessment of General Conditions costs to date versus budget and the potential challenges for meeting that budget.
g) Review and assessment of the project schedule, identifying any problem areas to date, the actions taken to address those problems, and the potential challenges for meeting that schedule.
h) Review of the quality control processes conducted by the project management team, including architect inspections and materials testing, to identify any problems encountered and to document the actions taken to address those problem areas.
