HEAT RECOVER STEAM GENERATORS (FOSSIL FUEL)

This case involved a dispute between (1) the subcontractor who provided the design, manufacturing, and supply of the Heat Recovery Steam Generators (HRSGs), and (2) the contractor who did the field installation work.

The essence of the dispute and the focus of Holloway Consulting’s work was the differences between bid HRSG installation scope/cost and incurred scope/cost. Holloway analyzed our client’s RFQ and final piping drawings and documents and prepared a Cost Variance Analysis and damages analysis to establish the compensable and/or non-compensable installation costs. In summary, Holloway found that the installation contractor underbid the small bore piping, large bore valves, large bore welds, shop fabricated piping field cuts/bevels, large bore hangers, blow-down system scope, silencer steel, platform steel, and was not entitled to the amounts claimed. Our client achieved a very favorable resolution in arbitration.

NOX SCRUBBER UNIT; TENNESSEE

Holloway personnel were retained by a mechanical contractor to evaluate cost overruns and schedule delays experienced on an NOX scrubber retrofit project for a large coal fired power plant project. The scope of work included bid estimate, change order, incurred cost and cost variance analyses; schedule delay analysis, labor productivity analysis and preparation of contractor affirmative claims.

PERRY NUCLEAR POWER STATION

Holloway worked on behalf of the reactor vessel designer/supplier in defending $3 billion in claims made by the utility consortium owners, primarily relating to the adverse effects of hydrodynamic loads on plant design, NRC approvals, and construction costs. Holloway performed numerous technical issue, contract, delay and labor productivity analyses, and issued expert reports on various issues relating to entitlement, causation and damages. The case was settled for a small fraction of claimed damages.
