Over the last 40+ years, Mr. Holloway has worked on a wide range of engineering, procurement, manufacturing, and construction projects, both in the U.S. and abroad, with an aggregate value of over $50 billion. From 1974 to 1984, he worked on a series of large industrial projects, first with Fluor Corp., and then with M.W. Kellogg (KBR), Bechtel Power, Fluor Mining & Metals and ARAMCO, where he has progressed through positions in project controls, project engineering and project management. From 1985 to 1990, he worked for Heery Program Management and Stolte, Inc. in construction management and general contracting on a wide variety of commercial projects across the U.S.

His experience as construction adviser, consultant and expert witness began in 1990 with Kellogg Corp. and, following the Kellogg/Peterson merger, was a Partner and Vice President in Peterson Consulting’s (now Navigant’s) multi-practice area Denver office. He left Navigant in 1997 to form The Holloway Consulting Group, LLC (Holloway) to provide advisory, consulting and expert witness services in construction disputes and claims; construction defects; GC/CM standard of care; design professional liability and standard of care; construction insurance defense; surety claims; cost audits and accounting; government contract disputes; construction advisory services, and other related matters.

Holloway’s consulting clients have included Kiewit, Turner, PCL, Washington Group, ch2m, U.S. Army Corps of Engineers, J.A. Jones, Bovis, Hensel Phelps, Jacobs, BASF, East West Partners, Intrawest, Vail Resorts, University of Colorado, Rutgers University, AIG, CNA, Zurich, Travelers and numerous other construction industry entities.

Mr. Holloway has consulted on 250+ contract disputes wherein he analyzed entitlement, causation and/or damages issues. He has participated in numerous settlement conferences and mediation; provided fact and expert witness testimony in arbitration and litigation; and has been qualified and accepted as an expert in numerous technical areas before various courts and panels.

He has served as a private mediator and arbiter, and has lectured and spoken before the AGC, ABC, CLE, Colorado Defense Lawyers Association, Colorado Bar Association, Denver Bar Association, Construction Superconference and other industry groups on engineering, construction, contracts, financial and disputes topics.

Mr. Holloway is regarded by many in the construction industry as one of our nation’s leading entitlement/causation/damages experts.

After over 40 years of successful construction law practice, Byrum decided to leave the practice of law, place all of his multi-jurisdictional licenses on inactive status, and devote his time to construction consulting/expert services as a Principal Consultant at The Holloway Consulting Group, LLC. Irrespective of the area of construction expertise involved, Byrum, delves deeply into the technical aspects, identifies applicable contractual and performance standards, and efficiently establishes the causal relationships between key events and the damages claimed. Having worked on over 500 design/construction contract disputes, Byrum has advanced knowledge of all aspects of design and construction on projects including virtually every type of horizontal and vertical construction and with project delivery methods from traditional design-bid-build to a variety of integrated project delivery methodologies on both private sector and public projects. -Type 1 and Type 2 changed conditions; OSHA and ADA violations, architectural copyright and patent infringement prosecution and defense.

Prior to entering claims consulting, Mr. Dowling performed chief financial officer and general management functions for companies in growth and turnaround situations. These included marketing, product development, distribution, manufacturing, financial planning, merger and acquisition, and private and public financing. He has been a principal and chief financial officer in firms involved in the development, construction and operation of residential, commercial, and retail projects.

Ms. Alie has 19 years of experience providing exceptional project management, construction documentation, contract administration, and quality control services on a wide variety of project types. She has been a registered architect in the State of Colorado for over 9 years and has experience overseeing the Design and Contract Administration process on nearly $500 million dollars worth of construction. She has extensive experience in multi-family, mixed use, and hospitality projects across the state, throughout the nation, and internationally. Throughout Ms. Alie’s career she has developed an expertise in evaluating design, construction, schedule, and code related issues. Her many years of working on mountain resort projects, provides an in-depth understanding of the unique demands and challenges of mountain design and construction.

Ms. Alie has worked to analyze and resolve (approve or deny) hundreds of change requests from contractors on the projects mentioned above. In addition, she has been involved with the analysis and resolution of several large contractor claims.
